Neil de Silva is a retired track and field athlete from Trinidad and Tobago born on November 15, 1969, in Arima, who specialized in the 200 and 400 metres. He was one of the Caribbean's top quarter-milers during the 1990s.

De Silva achieved his personal best of 45.02 seconds in the 400 metres at the 1996 Atlanta Olympics. He holds a share of the Trinidad and Tobago national record in the 4x400 metres relay, recording 3:01.05 alongside Patrick Delice, Alvin Daniel, and Ian Morris in the heats of the 1992 Summer Olympics.

His Olympic appearances and national record contributions helped establish Trinidad and Tobago's reputation for producing world-class 400m runners. De Silva was part of a talented generation of Trinidadian sprinters who competed at the highest international level.
