Joel Brown is an American hurdler born on January 31, 1980, in Baltimore, Maryland. He was part of the World Record Shuttle Hurdle Relay team that ran 53.31 seconds at the 2008 Penn Relays.

Brown finished sixth at the 2005 World Championships and seventh at the 2005 World Athletics Final. He was an All-American for the Ohio State Buckeyes, finishing third in the 110m hurdles at the 2004 NCAA Championships. He set his personal best of 13.20 seconds at the Bislett Games on June 9, 2011.

Together with teammates Aubrey Herring, David Oliver, and Aries Merritt, Brown helped set the shuttle hurdle relay world record. He was managed by his former high school coach Mark Pryor for nine years throughout his professional career.
