Otis Harris Jr. is an American sprinter born on June 30, 1982, in Edwards, Mississippi. Standing 185 cm and weighing 83 kg, he won the silver medal in the 400 metres at the 2004 Athens Olympics.

Harris attended Hinds Agricultural High School, where he won the 400 metres twice at the junior Olympics and led his team to three state championships. At the University of South Carolina, he was part of their 2002 NCAA championship 4x400 metres relay team. At the 2004 Olympics, he finished second to Jeremy Wariner in the 400-metre final and won gold in the 4x400 metres relay alongside Wariner, Derrick Brew, and Darold Williamson.

One month after the Olympics, Harris finished third at the World Athletics Final. He trained with his college coach Curtis Frye in Columbia, South Carolina. His Olympic silver and relay gold represent the pinnacle of his career in the 400 metres.
